And it sent a clear signal to the entire academic community: the era of chasing the number of publications is finally over. Quality has come first, measured not by the number of articles but by the Hirsch index, an indicator that reflects the real impact of research through its citation.\n\nTranslated with DeepL.com (free version)<\/p>\n\n\n\n<p>The leaders of the ranking - Taras Shevchenko National University of Kyiv, Vasyl Karazin Kharkiv National University, Ivan Franko National University of Lviv and other universities in the top ten - demonstrate that strategic work on publications in journals of the first and second quartiles (Q1-Q2) is paying off. One such article can bring more citations and increase the h-index more significantly than ten publications in questionable journals.<\/p>\n\n\n\n<p>This is a new reality in which \u2018getting published quickly\u2019 no longer works. Instead, we need a strategy focused on quality, international standards and reputational security.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>New rules of the game: why is the Ministry of Education and Science raising requirements?<\/strong><\/h2>\n\n\n\n<p>Article 42 of the Law of Ukraine \u2018On Education\u2019 enshrines academic integrity as a mandatory principle for all participants in the educational process. Based on this provision, the Ministry of Education and Science in the draft new licensing conditions (amendments to CMU Resolution No. 1187, 26 May 2025) clearly stipulates that academic staff must confirm their qualifications with articles in Scopus\/Web of Science quartiles Q1-Q2 journals, and the university must ensure transparent publication ethics policies and internal control over COPE compliance.<\/p>\n\n\n\n<p>This decision is in line with the international trend of open and responsible science. In particular, the UNESCO Recommendation on Open Science (2021) emphasises that only publications in highly ranked peer-reviewed open access journals guarantee global trust in research results&nbsp;<a href=\"https:\/\/www.unesco.org\/en\/open-science\/about?utm_source=chatgpt.com\">UNESCO<\/a>. For Ukraine, this policy has three obvious advantages:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Improves the reputation of universities. High citation rates have a direct impact on positions in national and international rankings, which opens the way to international grants and partnerships.<\/li>\n\n\n\n<li>Prevents \u2018predatory\u2019 practices. The requirement to publish in Q1-Q2 journals automatically cuts off dishonest publications that imitate scientific activity.<\/li>\n\n\n\n<li>Accelerates European integration. Ukrainian standards are being brought into line with the principles of the European Research Area (ERA) and programmes such as Horizon Europe.<\/li>\n<\/ul>\n\n\n\n<p>Thus, the Ministry of Education and Science is not \u2018making life difficult for teachers\u2019 but is taking the necessary step to ensure that domestic researchers play by the world's rules and universities grow in international rankings - and this is what the 2025 ranking already demonstrates.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Global standards to follow<\/strong><\/h2>\n\n\n\n<p>1. COPE - Committee on Publication Ethics. Its Ethical Guidelines for Peer Reviewers clearly require double-blind peer review, confidentiality, and the declaration of any financial, personal, or academic conflicts of interest. Failure to comply with these standards is automatically equated with a breach of academic integrity:&nbsp;<a href=\"https:\/\/publicationethics.org\/guidance\/guideline\/ethical-guidelines-peer-reviewers?utm_source=chatgpt.com\">org<\/a><\/p>\n\n\n\n<p>2. Scopus CSAB (Content Selection &amp; Advisory Board). An independent board checks journals for compliance with quality criteria on a monthly basis and publishes an open Discontinued Sources List. Once on it, the publication loses its indexation, and the authors' articles disappear from the database, reducing their h-index:&nbsp;<a href=\"https:\/\/www.elsevier.com\/products\/scopus\/content?utm_source=chatgpt.com\">elsevier.com<\/a><a href=\"https:\/\/www.elsevier.com\/products\/scopus\/content\/content-policy-and-selection?utm_source=chatgpt.com\">www.elsevier.com<\/a><\/p>\n\n\n\n<p>3. Plan S (cOAlition S). Starting from 2021, scientific publications funded by public grants must be available in journals or on platforms with immediate open access. This accelerates the transformation of the market to transparent and fair models:&nbsp;<a href=\"https:\/\/www.coalition-s.org\/addendum-to-the-coalition-s-guidance-on-the-implementation-of-plan-s\/principles-and-implementation\/?utm_source=chatgpt.com\">coalition-s.org<\/a><a href=\"https:\/\/www.coalition-s.org\/guidance-on-the-implementation-of-plan-s\/?utm_source=chatgpt.com\">coalition-s.org<\/a><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Budapest Open Access Initiative (BOAI). Back in 2002, it first defined open access and developed strategic steps for the global free flow of knowledge; the 2022 update emphasises the ethical obligation to share research results without barriers:\u00a0<a href=\"https:\/\/www.budapestopenaccessinitiative.org\/read\/?utm_source=chatgpt.com\">org<\/a><a
