Executive Summary<\/a><\/h2>\n\n\n\n

Russia's full-scale invasion has caused unprecedented economic upheaval that has changed the structure of the Ukrainian economy. After the shock collapse of GDP in 2022, the economy is gradually recovering, but the pace of this recovery is weakening with each quarter. What we're observing is not just a quantitative reduction but a profound structural transformation of all economic processes in Ukraine.<\/strong><\/a><\/p>\n\n\n\n

In particular, there is a radical change in the sectoral structure of the economy. Industry, especially heavy industry, is rapidly losing its share in GDP. Metallurgy, chemical industry, and mechanical engineering \u2014 former \"titans\" of the Ukrainian economy \u2014 have suffered disproportionately large losses. Meanwhile, the agricultural sector has become the backbone of Ukrainian exports, demonstrating impressive resilience during the war. At the same time, the war has stimulated the development of new industries and technologies, especially in the defense industry and energy security sectors.<\/p>\n\n\n\n

The most profound aspect of transformation is demographic. The country has lost about a quarter of its workforce due to migration and mobilization, with a low probability of full recovery in the short term. This \"human deficit\" affects all economic processes, from the labor market to consumer demand.<\/p>\n\n\n\n

From an economic perspective, it is becoming increasingly evident that the continuation of the war is already leading to net economic losses even while maintaining a high level of international support. The economic adaptation that allowed certain stabilization in 2023-2024 is showing signs of exhaustion, and accumulated structural problems are beginning to manifest with renewed force.<\/p>\n\n\n\n

The key question for the future: can Ukraine transform the forced transformation of its economy into an opportunity for a leap toward a more modern, technological, and competitive economic model? The most successful historical examples of post-war recovery were based on such transformation of destruction into an opportunity for modernization.<\/p>\n\n\n\n

Integration into the European Union is becoming not only a political but also an economic catalyst for transformation. Obtaining candidate status in 2022 and the start of accession negotiations accelerate the adaptation of legislation and economic practices to European standards. This opens opportunities for deeper integration of Ukrainian business into European value chains, attracting investments and technologies. However, for successful integration, Ukraine must overcome the productivity gap and ensure convergence of incomes with EU levels.<\/p>\n\n\n\n

In the medium term, if a peaceful settlement is achieved, the challenges of inflation, trade deficit, debt sustainability, and demographic crisis will remain critical. Ukraine needs to find a balance between external support and the development of internal sources of growth to lay the foundations for sustainable post-war recovery.<\/p>\n\n\n\n

Macroeconomic overview<\/h2>\n\n\n\n

Ukraine has withstood the shock of war, but economic stabilization is occurring at a slow pace. After a decline<\/a> of 28.8% in 2022, the economy recovered by 5.5% in 2023. By the end of 2024, growth was<\/a> was 2.9%. However, the pace of economic recovery is gradually slowing, resulting in declining growth rates for each quarter of 2024. In January 2025, GDP grew by 1.5%, while in February 2025, growth was was<\/a> only 0.7%, with a cumulative growth of 1.1% for the first two months of the year. Economic recovery was hindered by a complex security situation, shortage of qualified workers, and Russian attacks on energy infrastructure. Additionally, in 2023, better GDP recovery was driven by a low comparison base after the 2022 drop and a rapid increase in government spending.<\/p>\n\n\n\n

In 2025, GDP growth according to<\/a> the IMF will be 2-3%. This slowdown reflects the depletion of the low base effect and structural constraints affecting the country's economy during wartime. As of early 2025, real GDP is only 78% of the pre-war level.<\/p>\n\n\n\n

Currently, the economic situation in Ukraine is approaching stagflation \u2014 a state where high inflation is accompanied by low GDP growth. This is evidenced by a significant decline in activity in key sectors of the economy: mechanical engineering, agriculture, construction, and retail trade in non-food items. None of the real economy sectors has restored its pre-war contribution to GDP.<\/p>\n\n\n\n

Inflation and monetary policy<\/a><\/h3>\n\n\n\n

The war led to accelerated inflation, which reached<\/a> its highest rate in October 2022 \u2014 26.6%. The causes were direct consequences of Russia's aggression: destruction of production facilities, disruption of supply chains, and increased business production costs. Additional pressure on inflation was also created by the National Bank of Ukraine (NBU) printing hryvnia to cover military expenses: in 2022, the NBU printed<\/a> about 400 billion hryvnias (equivalent to $12.5 billion) to purchase government military bonds.<\/p>\n\n\n\n

To curb inflation by withdrawing excess money from banks, the NBU began using the instrument of deposit certificates.<\/a>The high interest rates on deposit certificates compared to other sources of profit led to Ukrainian banks earning from the state instead of lending to the economy. Total bank profits amounted to<\/a> amounted to 24.7 billion hryvnias in 2022, while in 2023, Ukrainian banks earned almost 160 billion hryvnias in profit before tax, almost twice as much as in 2021. By the end of 2024, Ukrainian banks received<\/a> a record net profit of 103.7 billion hryvnias, according to the National Bank's statistics. Profit before tax amounted to 187.4 billion hryvnias.<\/p>\n\n\n\n

The ongoing full-scale war of Russia against Ukraine creates fundamental pro-inflationary pressures at both macro and micro levels. At the macro level, this is manifested through a double deficit \u2014 budget (\u224820% of GDP in 2025) and foreign trade (the foreign trade deficit in goods in 2024 amounted to<\/a> $29.1 billion). Russia's aggression has disrupted logistical chains, increased transport costs, limited access to ports and cross-border crossings, which significantly increased the cost of imported raw materials and export of finished products.<\/p>\n\n\n\n

At the end of 2022 and throughout 2023, inflation rates decreased but did not stabilize. In 2024, inflation began to accelerate again. Among the main reasons, the NBU cited the exhaustion of the impact of significant previous year's harvests, electricity shortage, shortage of workers, and the summer drought of 2024.<\/p>\n\n\n\n

According to the State Statistics Service of Ukraine, in February 2025, consumer inflation reached<\/a> 13.4% in annual terms, while annual industrial inflation<\/a> exceeded 30%.<\/p>\n\n\n\n

An important feature of current inflation in Ukraine is its predominantly structural rather than monetary nature. It is caused not by excessive money supply but by fundamental changes in the structure of production and supply of goods and services. The structural nature of inflation is confirmed by asymmetric price increases in different sectors. The largest increases are observed in the energy sector, production of basic raw materials, and the food industry \u2014 precisely in those industries identified as systemically important for price stability.<\/p>\n\n\n\n

To influence inflation, the NBU uses its main monetary instrument \u2014 the key policy rate. On March 7, 2025, the NBU raised<\/a> the key rate to 15.5%. The NBU expects inflation to return to a deceleration trajectory in the second half of the year and decrease to a single-digit level by the end of 2025.<\/p>\n\n\n\n

International reserves and the hryvnia exchange rate<\/a><\/h3>\n\n\n\n

Ukraine's foreign exchange reserves have shown significant fluctuations since the beginning of the full-scale war but continued to grow thanks to international financial support. 2022 ended<\/a> with $28.5 billion, reflecting a 7.9% decrease compared to 2021. This dynamic was due to the extraordinary circumstances of war, when the NBU actively conducted foreign exchange interventions to maintain the stability of the hryvnia. In particular, the net sale of currency by the National Bank in December 2022 alone reached $3.16 billion.<\/p>\n\n\n\n

Overall, in 2022, Ukraine received about $32.1 billion in international aid, including from the USA ($12 billion), the EU ($8 billion), the IMF ($2.7 billion), Canada ($1.9 billion), and other partners.<\/p>\n\n\n\n
