New rules of the game: why is the Ministry of Education and Science raising requirements?

Article 42 of the Law of Ukraine ‘On Education’ enshrines academic integrity as a mandatory principle for all participants in the educational process. Based on this provision, the Ministry of Education and Science in the draft new licensing conditions (amendments to CMU Resolution No. 1187, 26 May 2025) clearly stipulates that academic staff must confirm their qualifications with articles in Scopus/Web of Science quartiles Q1-Q2 journals, and the university must ensure transparent publication ethics policies and internal control over COPE compliance.

This decision is in line with the international trend of open and responsible science. In particular, the UNESCO Recommendation on Open Science (2021) emphasises that only publications in highly ranked peer-reviewed open access journals guarantee global trust in research results UNESCO. For Ukraine, this policy has three obvious advantages:

• Improves the reputation of universities. High citation rates have a direct impact on positions in national and international rankings, which opens the way to international grants and partnerships.
• Prevents ‘predatory’ practices. The requirement to publish in Q1-Q2 journals automatically cuts off dishonest publications that imitate scientific activity.
• Accelerates European integration. Ukrainian standards are being brought into line with the principles of the European Research Area (ERA) and programmes such as Horizon Europe.

1. COPE - Committee on Publication Ethics. Its Ethical Guidelines for Peer Reviewers clearly require double-blind peer review, confidentiality, and the declaration of any financial, personal, or academic conflicts of interest. Фабрики паперових статей: прихована індустрія маніпуляцій

Сьогодні в науковому світі і інтернет просторі, діє ціла низка так званих «паперових фабрик» – компаній, що масово продають готові рукописи та співавторство.
